<span style="font-size: 11pt; line-height: 107%; font-family: 'Calibri',sans-serif;" lang="EN-PH">Lily Rosqueta–Rosales</span> was the Founding President of IOTA PHI Counseling Academic and Professional Honor Society International, the first overseas chapter of CHI SIGMA IOTA. She was one of the founders of Guidance and Counseling of the Philippines. <br /></p><p>During her term as President of the former Philippine Guidance &amp; Personnel Association (PGPA) and now Philippine Guidance Counselors Association (PGCA), she worked hard for the professionalizing of guidance that led to the signing into law the Republic Act 9258 known as Guidance &amp; Counseling Act of 2004.</p><p>She was the First Chairman of the Professional Regulatory Board of Guidance &amp; Counseling of the Professional Regulation Commission (PRC) of the Philippines.</p><p>She was the Dean of the College of Education of the University of the Philippines; she also served as professor of counselor education and of educational psychology, professorial lecturer in educational administration, Officer-in-Charge of the Counseling and Testing Center and of the Guidance Laboratory and Chairman of the Department of Counselor Education. These academic involvements acknowledged her as an eminent guidance counselor, counseling psychologist, educator and administrator. <br /></p><p>An epitome of a successful professional committed to her profession and dedicated to excellence, truth, integrity and service, the CHI SIGMA IOTA Counseling Academic and Professional Honor Society International awarded her the first DR. THOMAS J. SWEENEY PROFESSIONAL LEADERSHIP AWARD which “recognizes and honors persons who through their vision, leadership, and concern for others have strengthened, expanded, and enhanced the counselor profession over a span of years at local, state, regional, national and international levels” during the 1996 World Conference in Counseling held in Pittsburgh, Pennsylvania, United States of America.</p><p> Dr. Rosales was the only Asian in the International Academy of Leaders for Excellence in Counselor Education.&nbsp; Among her numerous awards as a multi-awardee are: the University of Northern Colorado Distinguished International Alumna Award “for having introduced innovations in counseling practice in far-flung areas of the world and for her professional achievements”, the Metrobank Foundation Outstanding Teacher Award, the Young Women’s Christian Association Leadership Award in Christian Education, the Philippine Guidance and Personnel Association Service Award, the University of the Philippines Education Alumni Association Award for Integrity and Service, Iota Phi’s Counselor Leadership Award, the Professional Regulation Commission Most Outstanding Professional of the Year Award, Outstanding Narvacaneo Award for outstanding professional achievements&nbsp; as a leading international counselor.</p><p>She was the first recipient of the of the University of the Philippines Diamond Jubilee – San Miguel Corporation Professorial Chair in Counselor Education and also the recipient of University of the Philippines Investment Portfolio Professorial Chair in Educational Psychology. Dr. Rosales served as senior guidance counselor, professor and administrator for forty years at the University of the Philippines flagship campus in Diliman, Quezon City, Philippines.</p><p> Dr. Rosales was the eldest daughter of Professor Froilan C. Rosqueta Sr. of the University of the Philippines and Rosalina Mendoza-Rosqueta, and is married to Rodolfo Ch.
